Bovine TB Eradication Programme IAPA Project
Since the announcement by the Rural Affairs Minister of the Welsh Assembly Government (WAG) of her intention to introduce measures to eradicate Bovine TB in both cattle and badgers within an Intensive Action Pilot Area (IAPA) Dyfed-Powys Police has been working closely with Welsh Assembly Officials to properly identify and quantify the policing implications of this decision.
The outcome of this work has resulted in the signing of a Memorandum of Understanding (MoU) between Dyfed-Powys Police and the Department of Rural Affairs, Welsh Assembly Government.
Memorandum of Understanding
This Memorandum of Understanding provides a framework within which Dyfed Powys Police Service and the Welsh Assembly Government will interact and work together for the effective management of the IAPA project. It provides a strategic framework for information sharing and delivery of the frontline operations for this project. It also provides a platform for managing the policing challenges, pre, during and post the IAPA Project implementation and:
- Clearly recognises the roles of both organisations within the context of the implementation of the IAPA;
- Recognises the standing of the Welsh Assembly Government and the constitutional position of the Chief Constable of Dyfed-Powys Police with regard to his operational autonomy and discretion;
- Creates and agrees a multiagency environment for the effective operational response and management of the IAPA that is focused at sustaining and enhancing the confidence of those communities within the IAPA area and / or those that are affected by its implementation; and
- Agrees a set of strategic cost sharing principles implemented through an agreed ‘Cost Recovery Agreement’ by which Dyfed-Powys Police may recover ‘agreed additional policing costs’ arising from, or as an implication of, the implementation of the IAPA so that it places no undue burden on the tax payers of Dyfed & Powys.
This MoU can be accessed from this page along with a public facing version of the Cost Recovery Agreement between the Dyfed Powys Police Authority and the Director for Rural Affairs Welsh Assembly Government. The Cost Recovery Agreement is subject to redactions in line with the Environmental Information Regulations 2004.
