Safeguarding and supporting our communities is a high priority for Dyfed-Powys Police. Through the role of your local PCSO in protecting and supporting the vulnerable people in our community in Llandovery, there are now a number of support services available locally for our communities to access help closer to home. This has been achieved through joint working with other agencies such as Alzheimer’s Society, Carmarthenshire Carers, West Wales Action for Mental Health and Community Groups.

A number of Dementia Friend sessions have been held in the Llandovery area to raise awareness of the support we can provide the vulnerable people living with Dementia and other disabilities. A key link to the sessions has been the joint working between the local PCSO and the community to help keep the vulnerable in community safe together. The sessions have been an opportunity for the traders and community to get to know their local PCSO and to have an understanding of how the role can help support people who are vulnerable. Concerns from the traders or the public with regard a person who they feel needs help can be discussed with your local PCSO in confidence who then can provide welfare checks to assess any concerns or services needed to help the individual and their families. The Alzheimer’s Society has provided Dementia Friend sessions to the traders in Llandovery which were very well attended. The Town Council have made the commitment to be the responsible body and driving force to achieve the ‘Dementia Friendly Town Award’ over the next three years. A large number of our traders have already given their commitment by attending a session and they have their awards and stickers with the Dementia logo on display in their businesses.

Carer’s Club.

A new Carers Club has been started in the community to allow Carers who are also vulnerable to get together for support and help. The club is supported by the local PCSO, support workers from Alzheimer’s Society, WWAMH and Carmarthenshire County Council Carers and are available to all carers and the people they care for. Easy access to these professionals has been established through rapid access referrals as well as attendance at monthly meetings.

The club meet monthly at The Castle Hotel. We want to encourage as many people as possible to access this support network and to feed in their ideas of how the group should go forward. Future plans will include arranged activities for the carers and the people being cared for.

Club days - 1st Friday every month

The above services have been developed to help identify our vulnerable people in the community to offer support and make sure they are protected and are safe in their homes and community. The services are not only for Dementia and Carers the support is available for anyone that is vulnerable or is living with Learning Disabilities, Health Disabilities, Mental Health or they are experiencing difficulties in their home environment. You can pass on your concerns in strict confidence for anyone you feel is vulnerable and would benefit from help or support.

Local area: Crychan Forest and Myddfai

Action

Anti-Social riding of scramblers and QUADS at Crychan Forest.

Speeding reports and danger to pedestrians with large groups of scramblers going through the village of Myddfai.

Weekend patrols are being done through the Crychan Forest and the roads around Myddfai.

High Visibility at the Halfway entrance to the Forest.

Regular communication with the Crychan Forest Association and NRW.

Title: Cychan forest meeting.

Discussion on how to tackle the off-roaders as the patrolling of the forest does not seem to tackle the problem.

Action Plan:

Patrol plan to include:

Speed checks on the road leading from Llanerchindda

Request to the council to reduce the speed limit on the road.

Spot checks on bikes at petrol stations, town centre, A40 particularly on weekends with Police Officers to do spot checks of the vehicles.

Over recent months Carmarthenshire rural sections have seen an increase in incidents of anti-social behaviour and criminal activity involving off road vehicles.
The areas which have seen most activity are the Upper Towy Valley, Crychan & Cilgwyn Forestry and the North Western section of Carmarthenshire, in particular Brechfa & Llanllawddog.
On Saturday the 10th of December PC 766 Roger Jones (RPU) planned and ran Operation Trax to combat this recent trend.


High visibility patrols at forestry hotspots and access points for off road vehicles.

Joint patrolling with ‘Natural Resources Wales’ staff.

Meeting places for off roaders visited (West End café etc).

Heavy rain probably reduced the number of off road vehicles out and about on the day however this a successful operation conducted in partnership with Carms and Pembs RPU, Beat, NPT and NRW staff.

28/01/2017 On-going consultations with local businesses involved with bikes and QUADs. Monitoring of the area for illegal off-roading continues.

14/03/2017 - Crychan Forest meeting - on-going monitoring of the situation.

24/05/2017 - Meeting at Babel Hall identified further problems in Myddfai and Crychan with ASB of motorbikes and QUADS. Operations will be arranged by the Police RPU during the summer to monitor the situation. Operation for June has been planned.

30/05/2017 - Crychan Forest meeting and access within the forest discussed and a booklet has now been produced by NRW for clarification.

Updates

Numerous complaints from the public with regard parking on the main road in Llandovery causing traffic to be gridlocked. Reports also of cars causing access issues due to parking on yellow lines in the town centre. There are concerns for traffic parking at the junction to Bridge Street and visibility coming out of the junction is causing problems.

Requests have also been made to have a traffic warden presence more regular and for the council to offer free short term parking in the car park to encourage people to park there rather than on the main road.

In January we received confirmation in writing from the Welsh Government regarding the Traffic Order for the A40. The application will be sent out for formal consultation with immediate effect and the work has been authorised to be implemented as soon as the consultation period has been completed.

In July confirmation was received from WG the work is still scheduled for this calendar year and the consultation period will commence at the end of this month.

Marcia Vale from the Alzheimer's Society and Helen Llandovery PCSO visited all the town centre traders on Friday 16th September to encourage them to become Dementia Friends.

16/01/2017 - Llandovery Town Council are currently planning to apply to the Alzheimer's Society to become a Dementia Friendly Town. The town will be given an award if we can show as a community we are committed to helping people living who are vulnerable due to Dementia and other conditions.

Traders and local groups will be contacted to participate in the award process.

On the 9th February 2017 an email was sent to over 60 traders, community groups and other outlining what we wish to achieve in Llandovery Town to support and help keep our most vulnerable people safe in their home.

We wish to encourage all concerned to give 1.5hrs of their time to attend a session on Dementia Awareness. Every trader that attends the meeting will be given a certificate to display in their premises, website, vehicles etc. to show they are committed to the community.

Being a Dementia Town means:

Enabling people affected by Dementia to continue to live fulfilled lives in .

Our vision is for Llandovery to become a community that is committed to supporting and respecting the needs of people with Dementia and their carers.

The certificate for the business is a Kite Mark awarded for a commitment to being Dementia Friendly. The Dementia Friend symbol is a safe haven for people with Dementia and their families as it shows that person/business displaying this symbol has an understanding and is committed to helping and supporting them.

Meeting date: Tuesday 21/03/2014 at 6.30pm in Rhys Pritchard Hall, Llandovery.

Thank you to everyone that attended the meeting on the 21/03/2014 which was a huge success. We have completed the first stage of our vision for Llandovery to become a community that is committed to supporting and respecting the needs of people with Dementia and their carers.

We are currently organising the set-up of a Carer’s Club for the people in our community that are looking after a family member, partner, friend, person with a Disability, Illness, Mental Health or Substance Misuse.

Being a carer it can very often feel isolating and stressful which makes the carer vulnerable as well as the person they are caring for. It will give the person doing the caring a respite and opportunities to get involved in activities and have access to other services which can offer support. Meeting other people in the same situation also means they can provide support and friendship to each other.

It will be a multi-agency holistic approach to supporting and protecting our vulnerable adults in the community. The project has the support of Dyed Powys Police, Carmarthenshire Carers Service, Alzheimers Society, West Wales Action for Mental Health and CAVS.

There will also be Citizens Advice services available to provide help and support to make sure they are receiving what they are entitled to financially.

The club will give all services the opportunity to engage with the vulnerable adults in the community and to make sure they feel supported and protected in their home environment.

As of Friday 20/01/2017 the residents of Maes-y-Coleg, Llandovery, will be displaying their Trading Standard sticker as a warning they are a designated 'No Cold Calling Zone'. 

The consumer Protection from Unfair Trading Regulations 2008 protects residents from uninvited traders. If they continue to visit the property they will commit a criminal offence.
