Action

Traffic issues outside Llangunnor School have once again been brought to the attention of Carmarthen Neighbourhood Policing Team. Our aim is to reduce parking issues that are causing congestion outside the school and up to Clos Sticle.

Patrols will be conducted outside Llangunnor School at relevant times to ensure that traffic disruption is kept to a minimum. Occupants of vehicles attending the school will be reminded to park considerately to avoid traffic disruption and to use the Voluntary One Way system that is in place. Parking tickets have already been issued by traffic officers attending the school. Carmarthen NPT have liaised with the highways department and have made a request to introduce a traffic regulation order so that the zig zags outside of the school will be enforced by the Council's Civil Enforcement Officers.

Reports have been brought to the attention of the Carmarthen Neighbourhood Policing Team of ASB is on-going at Llangunnor Park and recently some damage has been caused to the Hut in the park.High Visibility Patrols are being conducted in the area. Any youths seen to be causing ASB Will be given words of advice regarding their behaviour and Anti-Social Behaviour letters will be considered if necessary.

Carmarthen Neighbourhood Policing team continue to provide high visibility patrols at Llangunnor park. Anti-Social Behaviour Letters have been sent to 7 youths from the Llangunnor area for their behaviour.  Section 35 dispersal powers on persons acting/anticipated to act in an anti-social way will be used by officers to help tackle this issue.

NPT Are still awaiting training with the speed gun to conduct speed checks will be conducted in relevant areas. A Community speed watch initiative will be undertaken in the near future whereby members of the community can conduct speed checks with a Police presence to warn drivers of their speed should they exceed the limit. This will enable community members to be a part of tacking the priorities set by them.

Speeding continues to be a concern within the Llangunnor ward. Neighbourhood Policing teams are due to be trained on the speed gun in due course. This will enable officers to educate and enforce motorists who are speeding.

The neighbourhood policing team are monitoring the situation and are proactively targeting the area with the hand held speed device, and are also working alongside Carmarthenshires Road Safety Officer to set up a Speed Initiative Operation.

Speeding down Babel Hill and down Blaengwastod Road still appears to be a problem within the Llangunnor area. Traffic calming measures have been put in place on Babell Hill and have helped the speeding to some extent; however it is still a problem.

The local Neighbourhood Policing Team will work to reduce the number of thefts from shops in Pensarn by providing high visible patrols in and out of the different stores and working alongside Carmarthen CCTV.  Officers also work in partnership with the stores security officers, who utilise the Store Net radio to notify police of potential thefts/offenders, which allows police to attend the store in a timely manner to apprehend and detain offenders, who will then be dealt with accordingly. Offenders will then be placed on the Steal and Be Banned (SABB) scheme which will ban them from most of the stores in Carmarthen.

The Neighbourhood Policing Team along with the Roads Policing Team and the Highways Department of the Carmarthenshire County Council are monitoring the situation. Neighbourhood Policing Team are in the process  of launching a new initiative Community Speed Watch in the area. The intention of the scheme is not to prosecute offenders but to raise awareness of the impact of speeding in specific areas identified  by the community who live there.

Local residents have raised concerns in the Community Council Meeting which took place on 18/07/2017 in relation to speeding in the Llangunnor area, especially on Llangunnor Road a 40mph zone and through Nant Y Caws a 30mph zone. Carmarthen Neighbourhood Policing Team will liaise with Road Policing Units and will be arranging dates for a joint proactive approach to help reduce and tackle these speeding issues.  We are also looking for volunteers from the community to join our Community Speed Watch programme which is being finalised with a view of being launched in the near future. 20/07/2017 Joint patrols from 8117 from Carmarthen Neighbourhood Policing Team and 814 from Roads Policing Unit conducted speed checks on Llangunnor Road. One Motorist was stopped for driving 47mph in the 40mph and issued a driver warning notice.

On the 14th of September PCSO Jade Jones 8117 and PC Rhian James 441 from the Neighbourhood Policing team have worked in partnership with Carmarthenshire Road Safety, Roads Policing Team and the Pupils from Llangunnor CP School to carry out a speed initiative outside of the school, on Pen Y Morfa Lane which is a 20MPH zone. Vehicles would be stopped by RPU Officers if they were travelling more than 24MPH (10%+2) . The initiative took place for 2hours during the morning and no persons were found to be travelling more than 21MPH on this date.

 

Carmarthen Neighbourhood Policing Team have also liaised with Road Policing Units and have been agreed for a joint proactive approach to help reduce and tackle the speeding issues in the area. On the 29th of September NPT & RPU conducted speed checks throughout Llangunnor and 8 motorists were dealt with for speeding offences and 1 for mobile phone offence.  This is a priority now due to the eastbound carriage way on A48 being closed for 6 weeks from 20/09/16-01/10/16 causing an increased traffic flow through the Llangunnor area.

Coleg Sir Gar, Pibwrlwyd have raised concerns regarding students leaving the campus during their break and congregating in areas of Carmarthen. It is believed that the vehicles gather in large groups and are causing Anti-social behaviour. It is believed that the vehicles are congregating in the shop car parks of Pensarn and Stephens way.
