Request:
Under the Freedom of Information Act, I request the following information:
- What work has the police force done to comply with or adhere to the Welsh Government's "Criminal Justice Anti-Racism Action Plan for Wales."?
- Has the police force employed any people to assist its compliance with or adherence to the "Criminal Justice Anti-Racism Action Plan for Wales."? If so, please specify the names of the roles and the total salaries paid.
- Has the police force paid any external contractors or organisations to provide goods/services to assist its compliances with or adherence to the "Criminal Justice Anti-Racism Action Plan for Wales."? If so, please specify the goods/services procured, the value of the tender and the name of the supplier.
Response 1:
I can confirm that Dyfed-Powys Police does hold the information requested, the details of which are as follows:
- Dyfed-Powys Police has an Anti-racism Working Group (combining both the Criminal Justice Anti-racism Action Plan and Police Race Action Plan), which includes internal workstream leads, representation from our internal Ethnic Minority Staff Support Network, an Independent Advisory Group (https://www.dyfed-powys.police.uk/police-forces/dyfed-powys-police/areas/about-us/about-us/independent-advisory-group/) member, an Office of the Police and Crime Commissioner (https://www.dyfedpowys-pcc.org.uk/) representative, and other key internal officers and staff to ensure the delivery of the national plans at a local level.
- Internally, the Anti-racism Working Group report to the Embracing Diverse Representation Group meeting and items can be escalated to the People, Culture and Ethics Board. Each workstream lead within Dyfed-Powys Police works with external counterparts in criminal justice organisations subscribed to the plan to work together to set the direction. We report progress/issues to Criminal Justice Board Wales, and to the Independent Oversight Advisory Panel (https://www.gov.uk/government/publications/criminal-justice-anti-racism-action-plan-for-wales-annual-report-23-24/criminal-justice-anti-racism-action-plan-for-wales-annual-report-2023-24#the-independent-oversight--advisory-panel).
- Dyfed-Powys Police has published a Strategic Equality Plan for 2024-2028 (https://www.dyfed-powys.police.uk/SysSiteAssets/media/downloads/dyfed-powys/about-us/equality-and-diversity/our-equality-objectives/strategic-equality-plan-2024-2028.pdf) – this document was written to embed the Criminal Justice Wales Anti-racism Action Plan into our equality objectives. We will be publishing an annual report which will include work that has been completed against the anti-racism plans – this is due to be published on our website by July/August 2025. We have also published our Positive Action Strategy 2024-2028 (https://www.dyfed-powys.police.uk/SysSiteAssets/media/downloads/dyfed-powys/careers/positive-action/positive-action-strategy-final-2024---2028.pdf). We will be publishing an annual report against this strategy, which is also due to be published on our website by July/August 2025.
- Data, in line with the plan, has been shared with Criminal Justice Board Wales – they will publish all partner data in due course.
- We have a contract with an external training provider to deliver Race-related Cultural Awareness training. There is publicly available information about this course on Sell2Wales: https://www.sell2wales.gov.wales/search/show/search_view.aspx?ID=APR476252. The training started in January 2025.

- No – we do have a vacancy, however the role has not formally been filled. It has recently been advertised internally as Equality, Diversity and Engagement Co-ordinator and it has previously been advertised three times externally under two different names:

- Police Race Action Plan & Criminal Justice in Wales Anti-Racism Co-ordinator
