Andrew has over 20 years’ experience leading change activities at an executive level within the private and public sectors for UK and Welsh organisations.
Andrew joined Dyfed-Powys Police in 2011 on a secondment from the National Offender Management Service (NOMS) leading on Multi Agency Public Protection Arrangements.
In 2012 Andrew led on the National implementation of a new and innovative risk assessment framework to manage the highest risk offenders within our communities, working with over 25 Police Forces in England and Wales, as well as the then Justice Minister for Northern Ireland and the Garda Síochána within the Republic of Ireland.
Andrew formally joined Dyfed Powys Police in 2016 as its Assistant Director for Business Support and led on a Force Wide review of its response to Domestic Abuse.
In 2019 Andrew was successful in the Direct Entry Superintendent Programme and was subsequently the Silver Commander for Operation Talla - leading the Force’s tactical response to the COVID-19 pandemic, before leading on the implementation of a new Force Wide performance infrastructure as the ‘Chief of Staff’ to the Chief Constable.
In 2022 Andrew became the Local Policing Area (LPA) Commander for the county of Powys, before being promoted to Chief Superintendent of Contact, Custody and Criminal Justice in March 2024.
In June 2025 Andrew was promoted as the Temporary Assistant Chief Constable for Dyfed Powys Police.
Andrew is an experienced Gold and Strategic Firearms Commander and has a MA from the University of Wales Trinity St David.
