Please can you provide the following information in regard to Police Vetting procedures following misconduct allegations. This data is proportionate, readily available and is within the public interest to provide.
1) How many Regulation 13 notices were used between the 1st January 2021 - 31st December 2021?
2) How many Regulation 13 notices were used between the 1st January 2022 - 31st December 2022?
3) How many Regulation 13 notices were used between the 1st January 2023 - 31st December 2023?
4) How many Regulation 13 notices were used between the 1st January 2024 - date of review?
5) How many Gross Incompetence hearings were held between the 1st January 2021 - 31st December 2021?
6) How many Gross Incompetence hearings were held between the 1st January 2022 - 31st December 2022?
7) How many Gross Incompetence hearings were held between the 1st January 2023 - 31st December 2023?
8) How many Gross Incompetence hearings were held between the 1st January 2024 - date of review?

Clarification Q:
Terminology within Dyfed Powys varies from what is within the request with regards to providing notices. Can you clarify if you are asking whether officers were progressed through Regulation 13 formal processes?
Clarification A:
I am specifically interested and requiring information for those subject to stage 3 UPP gross incompetence hearing following a misconduct process and a review of vetting regardless of level.

I can confirm that Dyfed-Powys Police does hold the information requested, as outlined below.
Please be advised that Regulation 13 relates only to probationary officers and is a formal process to assess whether they are not fitted, physically or mentally, to perform the duties of their office, or that they are not likely to become an efficient or well conducted constable.
Dyfed-Powys Police does not serve ‘notices’ under Reg 13 as requested by the applicant. Should any concerns be raised during a probationary period, the officer is invited to attend a ‘formal case conference’ under regulation 13. There can be several different outcomes depending on the level of concern – from no further action, to providing a development/improvement plan through to the most serious which would be ‘dispense’ where they are required to leave the role.
The numbers provided relate to the number of student officers who have been invited to attend a Regulation 13 Case Conference during the specified time frame.
