Request:

1. Total number of police officers serving with Dyfed-Powys Police as of 1 April 2018.
2. Total number of police officers serving with Dyfed-Powys Police as of 1 April 2023.
3. Of those police officers, the number of those at the rank of PC serving in a frontline response role (eg dedicated response officers whose primary role is to respond to calls for service) as of 1 April 2018.
4. Of those police officers, the number of those at the rank of PC serving in a frontline response role (eg dedicated response officers whose primary role is to respond to calls for service) as of 1 April 2023.

Response 1 – 4 :

I can confirm that Dyfed-Powys Police does hold the information requested, the details of which are as follows:

Please note: To give context around the responses provided for questions 3 and 4, in November 2021 HDDP made a significant change to its Operating Model which resulted in the creation of new Investigation Units. These were the Crime and Incident Hub and 4 Local Investigation Units whose primary function was to allow response officers to purely respond to the highest priority calls. The investigation units would take over the investigation from the point of arrest or submission of crime allowing the response officers to be back out on patrol or go to the next incident requiring a police officer to attend.

This model allowed an operating level on response that was lower in numbers than in previous years as an officer no longer carried crimes and only responded to 999 calls.

In order to create this model 50 Constables  were deployed from Response into the Crime and Incident Hub and 47 Constables were deployed into the 4 Local Investigation units. Therefore a reduction of 97 Constables but the comparison only shows a difference of 44, which means response has not decreased in capacity.

Therefore, the overall effect of this operating model change is a reduction in response constable numbers but an increase in response constables ability to answer or Priority 1 and 2 999 calls.
