Request 1 - 3:

1. Conceptualisation: How does your force define and conceptualise Threat, Harm and Risk?
2. Operationalisation: What procedures, frameworks, or tools are used to apply Threat, Harm and Risk in operational practice (e.g., DASH, THRIVE)?
3. Understanding: Are there specific training materials, internal policies, or documents that describe how Threat, Harm and Risk are understood at both operational and strategic levels?

Response 1:

I can confirm that Dyfed-Powys Police does hold the information requested, as outlined below.

The Force Communication Centre (FCC) take the initial calls from the reporting party. By the questioning techniques (and sometimes by listening to what is going on in the background of the call) that the call takers use to gain the information to ascertain what is being reported, they then determine the level of T/H/R related to the incident being reported; the higher the T/H/R, the sooner the response for police officers to attend would be. For incidents that do not require an immediate response from officers, the call takers use a THRIVES assessment matrix found on STORM (Police system which record incidents) which they grade the T/H/R at the current time of the call as either low, medium or high risk, also identifying investigative opportunities and inputting any safeguarding advice given to the reporting party.

For Domestic Abuse we utilise DASH to assess Risk. This will be DARA from Autumn 2025 onwards.

FCC utilise THRIVES to risk assess T/H/R for initial incidents.

I can confirm that Dyfed-Powys Police does hold the information requested, as outlined below.

In the FCC , new staff members as part of their initial classroom inputs receive THRIVES training before they are allowed to take 101 and 999 calls from members of the public.

If there are any changes to the way T/H/R reviewed at any time, then this information is provided by the FCC trainers during scheduled department training days, which all staff attend, or a short input, dependent on how detailed the changes are to the current way of the review of T/H/R.                                              

It should be noted that as a result of the systems adopted by Dyfed-Powys Police in relation to the recording of such information that the information released may or may not be accurate.
