Request 1 - 3:

1) How many non-crime hate incidents have been recorded by your force in the (a) 2023 and (b) 2024 calendar year?

NOTE: I understand non-crime hate incidents are recorded through the ‘Hate Crime Operational Guidance (HCOG)’ issued by the College of Policing. According to the guidance, a non-crime hate incident is an incident which is perceived, by the victim or any other person, to be motivated by hostility or prejudice towards one of the following: disability; race; religion; transgender identity and sexual orientation.

2) In relation to the non-crime hate incidents recorded in 2024 please provide a breakdown by the hate motivation? Please provide this using the categories you use for this task, however, I would expect that some or all of the following would be included: Alternative subculture, disability, race, religion, sexual orientation, transgender, anti-semitic, asylum seeker/refugee, gypsy/traveller, islamaphobic and migrant worker.

3) In relation to all non-crime hate incidents that were logged by your force in the calendar month of September 2024 could you please provide me with (i) the exact nature of the actions or exact words used, (ii) where it was carried out (either a location such as school, workplace, street etc, or a specific social media platform/internet, and (iii) the age of the perpetrator if known.

NOTE: In Question 3 I am content for any details to be redacted so that the identity of the victim and perpetrator are not disclosed, but I would like as much detail about the circumstances of the incident as possible.

I can confirm that Dyfed-Powys Police does hold the information requested, as outlined below.

2024 – 76

It is important to note that the figures post 13/05/2023 (Implementation of NICHE - New Police Software System) are hate related incidents that were not classified as a crime at the time of data extraction, however, they could be classified as a crime at a later date.

During Sept-24, there were 2 recorded non-crime hate incidents:

• 1 incident took place in a food establishment ( caller's wording is “takeaway”) and involved a male making comments to the caller/staff that were perceived to be racist. They stated that the male said words to the effect of "what are you people doing?” Perpetrators age unknown.
• 1 incident took place in a residential flat block and involved the victim stated that the suspect called her a “Fat Lesbian” (Words to the effect). Perpetrator aged 49.                                             

It should be noted that as a result of the systems adopted by Dyfed-Powys Police in relation to the recording of such information that the information released may or may not be accurate.

Furthermore, it should also be noted that Police forces in the United Kingdom are routinely required to provide crime statistics to government bodies and the recording criteria is set nationally. However, the systems used for recording these figures are not generic, nor are the procedures used locally in capturing the crime data. It should be noted that for these reasons this force's response to your questions should not be used for comparison purposes with any other response you may receive.
