4. Would a police officer routinely make a safeguarding referral to social services before beginning a CSAM investigation if it is known that the individual has regular unsupervised access to a child?

Response Q1
We record this information within the Niche occurrence; however, it would not be searchable as such for the purposes of data captures. We also record on a separate spreadsheet when PPN’s are submitted where we are aware of children being at an address or linked to a person under investigation where it is known
Response Q2
Each warrant is determined by its individual circumstances. For example, if we know that the suspect works then we will aim to be there prior to them leaving the house, this may mean children are present.
There may be times where we would aim to conduct a warrant when children have gone to school so that safeguarding can be carried out away from the house.
Equally where we are unable to identify a suspect within a household but know that the activity is down to ‘someone’ in the household we will attend when all parties are home, which allows us to obtain all devices to establish who the activity relates too.
Response Q3
Family members are left with support information from the Lucy Faithful Foundation/Stop it Now/Safer Lives. There are ones that are provided to the suspect, one to parents/carers of a child under investigation and ones that are aimed at partners/family members of the suspect if they are an adult. These are physical paper’s that are handed to them. They do not contain details of local support services, however the suspect is provided with an information sheet that contains localised services.
Response Q4
Yes – once it has been identified that an individual under investigation has access to a child we would submit a referral.
Response Q5
This would depend on the individual circumstances of the case.

No
Response Q9.
Response Q10 a to e.
Disclosure to parents would be considered on a case by case basis and discussed with a MOSAVO supervisor. Whilst it is difficult to provide a response for all cases it would be very likely that disclosure would be provided to a guardian in the circumstances listed.
(This is a response under the Freedom of Information Act 2000 and disclosed on 26/06/2026)
